The following graph shows a couple of things.

H20 absorbs more energy than CO2. Also since there are thousands more H20 molecules than CO2 competing for all same wave length photons, I wonder if there are any that bet by the H20.
How much of the heat captured is transferred by conduction to other molecules and then to the thousands of H20 molecules and retransmitted. Now H20 as ice or water droplets can transmit at wavelengths where the atmosphere is transparent. And that is how the Earth cools overnight for the past millions of years.
So get your bucket and keep trying to empty the ocean.
