Eight different methodologies actually arrived at an underreporting factor of 41 for VAERS. There are doctors that had in their careers only come across a handful of cases that now have a backlog of over a 1000 to report and they simply don't have the time to do so. It's unpaid time, so it's not like they have any incentive do so except for doing the right thing. Many are actively discouraged from doing so under threat of losing their jobs because reporting the truth "might cause vaccine [sic] hesitancy."
