I think but am unsure, that the neon is a consumable, like razors to a blade, as opposed to be a part of the equipment, such as freon to an air conditioner and refrigerator

neon is somehow linked to the steel industry, and Ukraine is the eighth largest steel producer on the planet, but unlikely to be so going forward unless the war is done done, else difficult to secure iron ore that presumably arrive by ocean freight

Ukrainian steel production is concentrated to two companies.
