(1) The plant's built-in bunker system (yes, there is a bunker system, and if I understood correctly, supposedly upgraded to withstand splash from nuclear / chemical / biological engagement if the systems put in place by ... drum roll ... the Russians (or, to be technical, USSR Ukrainians) are in working order

In 2014, the bunkers under the factory were used when Russian-backed Donbass separatists tried to take Mariupol from the Ukrainian government.
(1-i) Allegedly there are military advisors from English-speaking domains now trapped within the system that the Russian Army under Putin's order mean to not allow escape. These non-Russian / non-Ukrainian speakers may number ~130 out of a total of say 2k
(1-ii) The cost to take the complex would be high even as Russia has detailed maps from the good old days
(1-iii) The cost to lay siege and flush out the occupants of the complex is manageable
(1-iv) The civilians in the complex may be related to the domestic combatants
If so, and that be a big if, very complicated. Let us wait and see.
