No. I accepted a quote from within an item posted here. Didn't notice the source. Are you suggesting that the quote was fabricated?

I haven't seen a mission statement for the incipient Disinformation Governance Board nor mention of it in any of my usual sources. I did find this description in one of the pieces slamming in and characterizing it the way you did:

"The goal is to bring the resources of (DHS) together to address this threat," Mayorkas said, adding that the department is focused on the spread of disinformation in minority communities
I can't find anything nefarious in that. And disinformation is a huge problem in our world. The classic response of the bureaucracy when there's a hot problem is either to reorganize around it or form a committee within the extant organization to oversee it. (I am intimately familiar with that approach.) I think that the administration would be lax in its duties if it doesn't review and coordinate aspects of this problem.

That said, the devil could be in the details, which have not been seen, only the knee-jerk hostile speculation.
