And, no one addresses it correctly... because the correct answer is NO...

Every war, by definition... has TWO (or more) participants...

You don't get to decide, for the other guy, whether or not he's going to fight you... ?

So, no, you don't get to choose IF there is going to be fight... you only get to decide HOW you will fight if the other guy decides that there will be one... which he can do, without your permission or cooperation.

Failing to understand that... makes it more likely the other guy will attack you... as your confusion helps him.

Why that bit of obviousness seems to elude so many people... I don't know...
