The key goal for the Chinese politburo is to prevent the corporate power rising to a level that could challenge the government. They want maximum growth and innovation so long as this goal is met. In the US, corporations take small stakes in the government. China is doing it the other way around, via the government taking a small stake in the corporations. Anyone investing in a Chinese company should better understand this.
