Doing nothing may be the catalyst that emboldens them to launch nucs as an easy way to declare victory. After all, if no one complains, why not? It’s just another bomb with more firepower is the way Russia might view it.
The Russians are not suicidal - not one bit. They withdrew their rockets from Cuba, didn’t they?

A very limited tactical exchange would be a great disaster, but “may” not end up being a global catastrophe. A larger, “moderate” exchange could mean a wipeout for the US, Europe and Russia.

A full blown war using large strategic weapons - no one knows for sure, but it might usher in the Age of the Cockroaches.
