Since I agree with all your analysis on the Ukraine war, I hesitate to disagree ...on this.... with you. But I do.
A hundred-pound stick of TNT's effects -exploded on the surface -will only be about 10-15% bigger and deeper than one pound. The proportions are the same as you increase the kilo-tonnage, even as you get to the million KT range. Such a weapon may destroy even reinforced concrete basements one kilometer away, but, putting aside LT radiation, blast effects will not reach beyond a one-mile radius. Even well within this perimeter, reinforced shelters will survive. IMHO.
