While Clinton's administration presided over the deficit being reduced if the Social Security surpluses are counted, the president typically has very little input on the business cycle.

The Fed throughout the 90's goosed the economy due to various shocks, and that coincided with that administration. The peace dividend gained during the GWB presidency was one aspect that helped reduce the deficit in the 90's. However, it came at a great cost for many towns that relied on military bases for their economic base.

The Clinton administration and Greenspan laid the foundation for the Great Financial Crisis, so you need to put that on them as well.
