You're flipping back and forth between D/R and liberal/conservative. Why don't you stick with the latter? When you start going to parties, the 20th Century started off with a Republican using the Sherman (another R) Anti-Trust Law to go after corporations, and, not long after he left office, our Man In The Klan was showing "Birth of a Nation" in the WH.

In 1957, President Eisenhower sent Congress a proposal for civil rights legislation. The result was the Civil Rights Act of 1957, the first civil rights legislation since Reconstruction. The new act established the Civil Rights Section of the Justice Department and empowered federal prosecutors to obtain court injunctions against interference with the right to vote. It also established a federal Civil Rights Commission with authority to investigate discriminatory conditions and recommend corrective measures. The final act was weakened by Congress due to lack of support among the Democrats.

Before John F. Kennedy became President, he represented his home state of Massachusetts, first in the House of Representatives, and later in the Senate. While a Senator, Kennedy had to tackle the issue of civil rights as part of the legislation proposed by President Dwight D. Eisenhower, including Eisenhower's Civil Rights Act of 1957. Senator Kennedy cast a procedural vote on this bill which supported a motion brought by Southern Democratic opponents of the bill. When the bill did hit the floor of the senate, Kennedy voted for a watered down version of the bill. Many civil rights advocates at the time were critical of Kennedy for his part in bringing about the compromise bill spear-headed by Senate Majority leader Lyndon Johnson, which Kennedy supported and which passed in September 1957
