A tender offer of 0.01 above current price is not much of an offer.

On the other hand, in looking back around two years ago, I don't see any strong pattern for which Ted would have suggested a buy. What I see is a consolidation triangle that would suggest some more price rise but preceding that I see a low that followed a steep decline that would not have been a TW buy point. All this is to say that I am not so optimistic about a lot of upside for ATRS. This isn't to say that it can't happen but I just don't have a lot of confidence in it.

I think what I would do is wait and see if higher offers follow. Maybe even a biding war will erupt. In the mean time, if the company trying to acquire ATRS does get enough of the stock to take over, you will probably get the final offer price for the stock in the end. Just a wait for the deal to be finalized.

Let's see if I2 will offer an opinion.
