It certainly appears to be more than a neutral indicator, as KRY would have you believe. I think a decision is still a few weeks away according to my sources, but for a guy with stock and options, smelling a win, prestige etc., it does not make sense to leave. It sounds like a guy who's going to save face by resigning.
