Those high rates probably make it harder to recruit independent drivers too Container ships here are paid by the load and here they have almonds to ship to China but the rates from China to the US is 8x(?) higher than the rate from the US to China so they send the empty containers and ships directly back to China from Long Beach rather they send them North to Oakland to ship our almonds.... I'm sure the cost of fuel impacts that calculus. It sure seemed odd the almond growers are sitting on warehouses full of almonds but can't get them to China. That would help GDP..
