Why would YOU want your federal bureaucracy to be in the business of determining what is or is not disinformation, and how to respond to it if they deem it to be such?

In case you had somehow managed not to notice, propaganda is a tool of war. Dealing with it is a matter of national security. National security is the prime job of the federal government. Yes, I want the bureaucracy to have that function and to do their job.

The FBI determined that the Steele Dossier was full of "Russian disinformation".

So, you recognize that disinformation exists and is used as a weapon. That's a start.

What would you have government even do about this?

At a minimum, identify what is and what isn't Russian disinformation and determine what threat there may be in it. And, then, take appropriate steps.

As for the rest of your post, you've taken a straightforward thing and dragged it down your perpetual rabbit hole by making it about Orwell rather than about national security. Category error.
