Where's the evidence of quid pro quo? All you have uncovered is legalized conflicts of interest.

In general, developers of IP should be allowed to profit from their inventions. That's the free market working as intended.

NIH research has long been used to assist Big Pharma in their R&D. Though Big Pharma makes a TON of profit with the NIH's help, in general this partnership is considered good for public health.

If you think the law should be changed, fair enough. But I still don't see the conspiracy.
