The war did start when Putin invaded a sovereign country. In 2014. It escalated this year when he made a larger invasion or multiple invasions of a sovereign country. That's true even if the Ukrainians were planning some massive campaign in the Donbas and would be true even if they had already launched such a campaign.

A lot of people who died in Donbas were killed by Russians or there little client states, and the whole war was at least encouraged and arguably instigated by Russia and only happened after its invasion of Crimea.

On top of that the only real evidence that Ukraine was planning a major campaign in the Donbas (which would be completely legitimate as it is occupied Ukrainian territory) seems to be that Russia claims this to be the case.

As for the US stopping the war - It doesn't have that ability. It could stop arming Ukraine to make it weaker and more vulnerable in that war which might make it lose, but even then the war might continue as an insurgency (depending on how much Ukraine grabs). The Russians have the ability to end the war if they want it over with so badly or at least more ability then anyone else has short of abject surrender by the Ukrainians.
