I was alive then and don't remember Reagan talking about it. I recall he gave up on balancing the budget. It was a sucker's game at the time. Dems would vote for budget busting spending and Republicans had to play grownups worrying about paying for it. This had been going on for decades. Under Reagan, Republicans renounced their role.
