Simple answer = UN peace keeping force occupy Donetsk, Luhansk, Mariupol area, hold local referendum on independence for new countries. If they vote for staying in Ukraine, joining Russia, or being independent, then that solves the problem. People who have fled would need to be counted too, so it's not a simple vote. Akin the Scotland voting for independence from England and England voting Brexit, and northern Ireland voting SinnFein. No need for shooting and murder.

Meanwhile, Russia can enforce no NATO rockets and atomic bombs in Ukraine by simply declaring that to be a MAD activity.

Crimea has been Russian since the 19th century, like USA annexed Hawaii. Back in the day, there wasn't voting. Military force ruled the waves and everything else. So Crimea should stay in Russia. It was only in Ukraine because of paperwork back in the USSR.
