Over 15,000 ethnic Russians had been killed by Ukraine in the Donbas over the last 8 years and they had been building up troops to move in there in force. The bulk of their army was gathered on the peripheries of the republics. Ukraine could have ended this before it started by simply declaring the intention to stay neutral and to never join NATO and to pull their troops away from the breakaway republics & abiding by the Minsk agreements to which they were a party. But they wanted to fight instead. He warned them many times.
