No, greater supply of oil comes from letting the existing huge reserves that have already been drilled come to market. This means Venezuela, Libya, Iran, Angola and the other massive resevoirs which have been shutdown in the past decades. Offshore drilling, fracking, and tar sands or nowhere near as affordable as these conventional oil fields. They are only shutdown because the drillers want them shutdown.
