I believe Musk sees Twitter or something like it as an essential platform. And while we haven't seen it lately, during the Iranian Uprising we first saw it utilized in a significant way for good. But I would guess he looks at that and thinks about how low the platform has sunken since then: those engaged in the Uprising can't really be left to the whims of kiddies in a back room in California editing such texts and have that value present.

Furthermore, after watching the important success of Starlink in Ukraine, he must envisage Twitter having an even more critical role in the future where broadband Internet around the world is actually happening. It could become an unstoppable medium of success in any quest for freedom.

So, while many are looking at it as a plaything for Musk, I think he likely views it as being just as essential to planetary stability and permanence as his crusade about EVs and Carbon emissions (a different debate, but tangentially related).
