The system in the US incentivizes spending as little time as possible with patients and performing as many procedures as possible for things that are found to be wrong. Prevention in the manner you describe will not be reimbursed by insurance companies, so it will not be addressed by the PCP's. It's kind of the North American approach to health vs the northern European style you describe.
