Nunes accurately notes the DOJ and FBI have the autonomy to decide whether any congressional subpoena would be politically motivated and modify their approach accordingly. In the example of Peter Navarro, the intent of congress is entirely politically motivated, and the DOJ/FBI were more than willing to participate.
