I don't know what points you are trying to make. Perhaps you have mistaken me for somebody who thinks Russia is a great place.
In conventional military Russia has pretty good capacity = Google could give you details. In atomic bombs Russia is similar to USA and both an order of magnitude more than China, India, Israel, UK, France. North Korea and Pakistan have some too.
The way Eurostan is going, Russia is gaining ground, relatively. It would take only a decade to become very attractive. When countries adopt Virtuous Victorian Values, they zoom up the rankings. Singapore, Hong Kong, Taiwan, South Korea, Japan, Heck even China. When they dump VVV they start sliding ... there is no bottom = see Zimbabwe, Rwanda, South Africa, Aotearoa-Zimbabwe
