INS to Speed Naturalization, Tighten Checks

WASHINGTON (Reuters) - The U.S. government Monday unveiled plans to modernize the Immigration and Naturalization Service to handle a backlog of 1.7 million applications by foreign residents to become U.S. citizens.

The overhaul is also aimed at stopping criminals from obtaining U.S. citizenship, a move prompted by Republican charges that 180,000 immigrants slipped through the system without checks before the 1996 election.

The INS will also start electronic fingerprinting of applicants. Digital photography and bar-coding will speed up processing and avoid delays caused by the loss or mismatching of documents.

The fingerprints will be sent to the FBI electronically, reducing to a few days the time needed for criminal background checks, the INS said.

Fingerprint checks will be repeated at key stages of the process, such as the interview, the tests for English language proficiency and knowledge of U.S. civic history, and the taking of the oath of citizenship, to ensure that the person present is the applicant.

Immigration support groups said they hoped Congress would fund the parts of the INS modernization plan not covered by 1998 budget appropriations.
