All that fiber you're seeing laid is probably part of the rural internet initiative. Connexion (and maybe some other companies) are partnering up with rural electric and phone co-ops to get broadband to rural areas. They've been doing it here too in partnership with our electric co-op. Supposedly I'll have broadband available sometime in late 2023. It was part of a government program Trump did before he left. Money didn't start flowing until January after election though. I'm not sure what the profit split between companies are. I looked at conexion when it was first announced but either I wasn't impressed or they were private, I forgot. They might keep everything for all I know and the power companies and telecoms might just be letting them use their poles and right of ways.
