That is a great price, if they would lock it in for 10 years at that rate plus inflation...
I can vouch for there fiber service, it is very competitive at 39.95 a month and it is the fastest I have at both Wisconsin and Houston.

I have Comcast and every year it is a battle as they raise rates and take away lower bandwidth service plans. They have "low income plans" that are reasonable and subsidized by the government but the income levels are very low and contribute to disincentives for people to not work under the table or work at all.

As for specific telecom stocks, I think the high dividends reflect that something like Musk's StarLink could replace your internet and cell plans in a single package. If TDS can keep the same dividend and 39.95 rate, ie it is not a teaser for a year before they start raising it towards $65 a month, then it might be a good choice. I still prefer to own the pick and shovel makers.
