A lot less refining capacity. Nobody wants to build a plant. Takes 10 years and all sorts of capital, then you have to wait even longer to get a proper return on your assets. I believe because of covid there were issues globally as well w/China/shipping/shutdowns etc. EVs growing and uncertainty of any political backing in this environment enduring beyond 2 years...who wants to deploy capital in this manner? Or believe what you want
