I have not studied the refineries angle. I have heard that the problem is the mismatch between the type of oil we get and the kind of refineries that we have. If that is the problem, then the solution is either or both of retooling refineries or importing the right kind of oil. I don't think retooling would take 10 years, Perhaps 9 months, but again, I am just guessing. Also, if you really wanted to, you could get reined gas from Iran, VZ, China, wherever. Put it on ships and bring it over. I know the geopolitics of it are not good. But hey, we live in an imperfect world.
