It's both aspects, but mostly a capacity aspect vs grades of oil that is the true limiting factor. I'm not guessing, I've read various articles and again they point to 10 years to add the 5 million barrels of new refining capacity needed for this country. Maybe they're off by a few years, but certainly not 9 months.

I think the capacity is still limited globally as well, China shutting down due to zero covid didn't help either. Incentives are there. Oil companies are not holding back. This is all part of the cycle.
