The refineries on the coast of Texas are designed to handle the high sulfur oil that is imported from Saudi Arabia (or Venezuela). Nobody wants to build refineries like this anywhere else, because the wind blows from west to east and these refineries put off a lot of pollution. In Texas the pollution blows out to the gulf and on to the Atlantic. This product match is one of the reasons that the US oil companies have a complex relationship with the Saudis.

The refineries of Europe, or New Jersey are designed to handle the low sulfur oil of Texas and Oklahoma or the oils from Libya. Russia used to supply low sulfur oil, but they sell that now mostly to China and send their heavy 'sour' crude to the west. Russian oil is often piped to Europe, then shipped to Texas to be refined.
