I think there is a correlation. Heavy oil is older, it's been concentrating in the ground and getting thicker as the volatile lengths of hydrocarbon escape. The sulfur tends to concentrate too.

It's hard to pump heavy crude through pipes. It's not that hard to convert heavy crude into light crude. You just heat it up and the long chains of carbon will break into shorter chains. It's trickier to reduce the sulfur, you actually have to scrub it with catalysts or add chemicals that bind the sulfur and allow it to be filtered or something.
