Communication happens in 3 levels.

Level 1 - the most basic level - is about understanding the meaning of the words.

Level 2 - is where most people get stuck at and is about understanding the meaning of what is being said (sentences and paragraphs)

Level 3 - is about understanding the purpose of what is being said.

PS Some very smart people even manage to transcend to level 4, where they grasp the reason and context behind what is left unsaid.
