Mean while permits will come across the desk of Energy secretary. For refinery upgrades and get squashed. Just saying. Working for them for thirty years i seen a lot of projects get squished because of Government problems. When they spend on a Capital project . They expect a 30 year return. The Government Regulatory process eats up 100 of millions in the first 5 years before the pipe is even laid.
