each state has the right to structure it any way they want. The only requirement is that the elector slate from that state come from the senate of the state. That is why Trump's group wanted Pence to put everything on hold and not count the electors because a couple of state senates asked him to do so until they could determine if there had been election fraud in their state. Most people are clueless as to how all of this is structured so the MSM has people like you convinced there was foul play in Trump asking Pence to honor the states' senates requests. .
