Below the pros, offenses are typically constructed to fit the personnel. In the pros, it's usually the opposite: they draft guys that fit the scheme they've chosen to run. Miami realized they had very little talent at QB and admitted they were pretty much forced to come up with a Plan B in the Wildcat.

Pro offenses in general are usually constructed to fit the rule changes in the NFL. When you could grab receivers and knock them cold from their blindside, most teams found it way more effective to run the ball. Now, with more athletic QBs, all sorts of safety protocols (e.g. on crack back blocks), you see much more wide open offenses. That video left off with the RPO (run pass option). Now it's jet motion that is all the rage.
