PAC contributions cannot go to operations, period, AFAIK.
So, e.g., Zuckerberg's money was not PAC money -- it was just a contribution to two far left learning 501(c) organizations (who were on the brink of going belly-up).
The simple solution is to create a national fund from which all such contributions must come, and if someone wants to help out election operations they must do it through a single organization. That organization must distribute funds solely on the basis of the number of registered voters as of some date before the election, so no preference can be given to Democrats over Republicans.
It is, IMO, a very simple solution: Funds cannot be given to individual states, or localities. Only to an organization that is required to distribute on a mechanical basis rather than "perceived need" or the wishes of an administrator of the funds.
If Zuck wants to put in a billion dollars, he's welcome to do so, but it will be distributed evenly across ALL voting jurisdictions.
I doubt it would raise much money, of course, when there is no political benefit to contributors. But it might be possible to get some billionaires to agree to contribute to the "Fair Elections Fund", enough to raise a couple billion each four years election to help fund fair election processes. |
