I don't think you can stop the most extreme of wealth partisans from contributing to the candidates of their choice. It seems to me the system is just too reliant on those funds.

But, we need to outlaw contributions to election operations in all jurisdictions. Since it affects federal election outcomes, it needs to be a prohibition at the federal level. IMO. Operations has always, AFAIK, been funded from local budgets.

WE are really in a dangerous place, IMO.
