It doesn't mandate EVs by '35; it bans new ICE's.
A distinction that makes no difference.

2035 is just 13 years away, by the way.

Do you remember what was the big thing 13 years ago in automotive technology? Plug-in hybrids. That was supposed to be the big thing that displaces Toyota Priuses and advances hybrid gas-electric vehicles.

Since then, adoption has been extremely slow.

But I'm sure that's all because we didn't "mandate" the technology in time ...
