Dr. John W. Miller, head of the study of literate cities, “This isn’t a study about whether or not people can read, it’s about whether they do read.” - time.com

Cities including Stockton, Fresno and Bakersfield received low scores due to a very low percentage of the population subscribing to a daily newspaper, the cities have very few physical bookstores, and weak lending libraries.

Being agricultural and manufacturing cities, they all have among the lowest percentage of "professional jobs" which the study thus ranks as lower in being literate, based on the assumption that people in professional jobs read more.
