Some people can quote Shakespeare on a stage, others can take apart a diesel engine and put it back together. (NOT ME!) Some people are great chefs, they are bored with liberal arts or science. Some folks are good at plumbing or carpentry. There must be multiple paths other than sending everyone to four, six or eight year colleges.
The shortage of skilled tradespeople is a huge problem in North America:

NA wants to bring factories / production back. Not gonna work without a skilled labour force.

Lets begin with getting inner city people through high school.
That's only part of the problem. The bigger challenge is to improve the quality of high school education.
