This is a very good example. She points out that the law doesn't say "hand to the clerk in person". It doesn't because that makes no sense. The clerk has other duties than to stand around waiting for someone to hand them a ballot. It makes sense to have a container of some sort that the ballots can be deposited in. As long as the container is secured and was authorized and emptied by the clerk, it is essentially the same as handing it to them. Your "how many angels can dance on the head of a pin" interpretation is just meaningless word torture.
