What does Hunter have to do with using the SPR to lower global oil prices?

When SPR releases petroleum, its sold on the market to whomever submits bids. I assume the piddling amount sold to Sinopec was bought that way.

We also sent SPR oil to Italy and France recently. Of course, those sales were made to Phillips and Total.

But global oil prices were reduced by all those sales.
