Secular is where all perspectives of belief and non-belief can be freely expressed in our public life. As you state, it is not about dogma.

Secular is where "the state" or powers do not actively promote one belief over another, or no belief at all.

One cannot be both intolerant of another's fundamental ideas and secular.

Of course that does not include promotion of violence or ad homonym attack in a civil society, it is not a perfect world of perfect people. But the boundaries must remain broad and deep.
