I think I calculated right. I used the $4B to the up front payment of $186M because the $186M is known, the minimum bid isn't. $4B divided by $186M is 21.5 times the up front deposit (ie if every license went for 21.5 times the up front deposit, the FCC would collect $4B). 21.5 times 0.90 is $19.35 per pop.

This would mean;
less that 100,000 pop license would go for $6.45
100,000 to 1,000,000 license would go for $12.90
greater than 1,000,000 license would go for $19.35

I think these would be the numbers the FCC would need to see to realize $4B.
