We need to re-think the problem - heavily populated states need to subsidize things that help and change people's esthetic tastes to align with the need. I've been reading about simply changing roof colors to white - there are really elegant designs but this can be done with common titanium dioxide or zinc oxide paint. Many codes and CCR are in direct opposition to this.

Roof color should be white if you are in the Southwest. Or in an area that gets over 90 degF in the summer. We should give people a credit if they paint their roof. Mine is tan - not horrible but not as good as white. I have a lot of insulation in my attic and exterior walls. But that is parallel to shedding the light and heat before it hits the ground. My HOA would not allow me to switch to white because it doesn't mesh with the neighborhood look and feel. We get over 100 degF in the summer - not a lot but often.

The video below is about a fancy paint. As he concludes he mentions even limestone white (calcium carbonate) works. How about that?
