Some places insist on separate bins for recycling and then wind up dumping much of it anyway (leaving over the higher value recyclables like metals) or even just dump all of it in the trash.

Example -

Baltimore County Admits It Hasn't Been Recycling Glass for 7 Years. It Still Encourages Residents to Recycle Glass.
