Marcos. What is needed is the will of the assorted brokerages and their associations (stock exchanges). They want to be able to charge extra fees and stel by concealment.
What you need is a street certificate exchange, like a money exchange. You get your PFG shares in street form(ie no name on them, and they can be stolen/lost) and you can sell and trade them at will, take them to SH meetings and show them and have them counted for voting.
If we did that they would do away with street certs.
Do any Americans know if you can get street certs in the USA, or if an ADR has a name on it, or if it can be in street form.

A street cert trading exchange can be readily set up, as it is just buying and selling an asset amongst peers. I do not know if they regulate this, or even try to.
