Sorry - but in what universe has this worked? If this were you and your neighbor - would they respond to your liking? Way less than 50/50 IMO.

The thing is we had no ultimatum to win the Cold War - they withered from within - and THEN we did nothing when we actually "won". We could have transformed Russia as we did with Germany with the Marshall Plan, but instead we gloated, and spent too much time pointing and laughing as the former KGB took hold and it slowly fell into an autocracy led by none other than Putin who bumped off his rivals.
